For several years I have had the pleasure of watching a “deaf ministry” grow at North Anderson Baptist. I have been privileged to see several of our deaf friends ask God into their heart. God actually has a lot to say about the physically blind and deaf.
Leviticus 19:14 New International Version (NIV); “Do not curse the deaf or put a stumbling block in front of the blind, but fear your God. I am the LORD.”
God embraced the blind and the deaf, along with all other people. He often spoke of the deaf being made to hear and the blind to see. Perhaps a reference to the deaf and blind being made not only to physically see and hear, but to spiritually see and hear as well. We also read of the lame being made to walk both physically and in His grace.
Luke 7:22 New International Version (NIV) Paraphrased; “And Jesus replied; ‘Go back and report what you have seen and heard: The blind receive sight, the lame walk, the deaf hear, and the good news is proclaimed not just to some, but to all.”
God loves and is concerned      about all His people; certainly including the deaf – and other physically challenged people.
Psalm 100:3 New International Version (NIV); “Know that the Lord is God. It is He who made us, and we are His; we are His people, the sheep of His pasture.”

Exodus 4:11 New International Version (NIV); “The Lord said to him, ‘Who gave human beings their mouths? Who makes them deaf or mute? Who gives them sight or makes them blind? Is it not I, the Lord?”
I read the neatest plaque once, it said: “I am special, ’cause God don’t make no junk!”
Often the deaf are cut off      from normal communications and may even not be able to fully learn the knowledge of God’s message unaided. Isn’t this our responsibility and priviledge as their Christian brothers and sisters? They are God’s creatures and we, as Christians are commanded to minister to them. God expects this of us and expects our deaf friends to respond to His word as others.
Mark 16:15 New International Version (NIV); “He (Jesus) said to them, ‘Go into all the world and preach the gospel to all creation.”

Romans 10:13-14 New International Version (NIV); “Everyone who calls on the name of the Lord will be saved. How, then, can they call on the One they have not believed in? And how can they believe in the One of whom they have not heard? And how can they hear without someone preaching to them?”
